I bought FC 24 Ultimate Edition, when i start the game it keeps showing a message saying: "This title may have been downloaded to your device by another user who owns the game. Log in to a different account or restart the app to try again." I checked twice my Steam and EA link and I correctly linked my accounts.

I got the same problem, the support just says we are working on it, EA just * on the users.
said that to me aswell... and they said it wouldnt take long to fix it... and that it was a new problem... lies everywhere
I do have the same problem, bought on Steam and i cant start the game.
So i think we just have to wait.
