I bought FC 24 Ultimate Edition, when i start the game it keeps showing a message saying: "This title may have been downloaded to your device by another user who owns the game. Log in to a different account or restart the app to try again." I checked twice my Steam and EA link and I correctly linked my accounts.
Workaround: create another Windows account and launch game from there

I had same issue please find below steps I followed and game worked for me,
Step 1 - Go to game's install directory rename FC24 game icon to -> FC 24CS
Step 2 - Go to my documents delete FC24 saved files folder
Step 3 - Go in properties of your game inside steam, click verify integrity of files, it will download few files
Step 4 - Run game through Steam
