Im having the exact same problem with Luke Shaw (91) put my 85evo version in an sbc tried to reclaim my 91 only to not have the option to send him to club, click swap with duplicate and it says move failed when trying on the app. When i try to access it on console (XB1) it says there was a problem communicating with football ultimate team servers please try again.
I have contacted EA twice and on both occasions been told it is being worked on at the earliest opportunity, but after seeing when the first two posts were made im extremely pessimistic to this being fixed anytime soon.
This has been the case for 2 weeks so far. Goodbye TOTY promo wish i could have taken part ☹️

Same here mate, i cant open packs either, which as it is the basis of the mode makes the game pretty much unplayable, i have requested a refund but doubt i'll hear back from anyone. So sadly no solution yet mate.
On a side note i could just discard my 91 evo Shaw but why should I? I waited so long for an evo that he was even eligible for and i put the time in to evolve him, i want him back in my team!
