Xbox One standard controller wireless through an official xbox wireless USB adapter/dongle.
Playing on steam (linked to EA).
When I load in and try to navigate the home menu, it will either get stuck, jump two sections at a time, or auto-cycle left or right.
It's very similar to if a mouse was hovering over it. I can't even enter controller settings in game with the controller because it will move right twice before entering video calibration.

It appears to be detecting two controllers (excluding keyboard/mouse) when I try to play a match. (If I disconnect my controller only the Keyboard and Mouse input shows, when I turn my controller back on, it shows two controllers).
The only other USB connections are my Keyboard and Mouse.
I tested the hardware of my controller, no issues with the buttons and no stick drift. The controller works fine in other games.
I have tried multiple different Steam controller configurations, and windowed mode, tried a wired connection, uninstalled and reinstalled FC24, verified game files, and updated the controller and relevant drivers to no avail.
It was working perfectly fine when I was playing 15/12/23, but then I suddenly experienced issues that same day.

I literally would have tried over 40 different attempts to try resolve this, from different combinations of how the game is opened (windowed, big picture, through EA or Steam), relative to what controller settings (Default, disabled, enabled on steam) , what is plugged in, what apps are closed or open,
