After trying dozens of different ways to solve the problem, I was finally able to launch the game!
I don't know why, but I somehow missed the “A clean or safe boot on your PC” option to solve the launch problem.

When I contacted the support chat room again, I finally got a good consultant who recommended this method. (It's not clear why the previous consultant didn't suggest this when I spent about an hour in the support chat room).
After following exactly the instructions in "How do I run a clean boot on my PC?" I was finally able to run the game!
I then started testing and alternately putting programs and background services back into autostart.
This is how I found the service/program that was preventing me from running the game. This program was Windhawk, which is used for OS customization.
Disabling the background service of this program allowed the game to run. But I went further, and simply in the advanced settings of this program added FC24.exe to exceptions, and now even with Windhawk running in the background the game still runs.
However, I would like to draw attention of EA representatives, if they read this forum at all, that I had Windhawk program installed before that. And during half a year since I bought the game it didn't cause any problems launching FC24! And the issues started only after the last update of the game (TU17).
Very late reply to say THANK YOU! In my case it was also Windhawk that caused issues. As soon as I uninstalled it the game (WRC in my case) launched just fine.
Some context and oddities in my case: I last played WRC in January via Game Pass/EA Play. I stopped using GP for a bit, installed Windhawk in the meantime, reactivated GP a few days ago and got the same problem as everyone else in this thread. But inexplicably, I also installed FC25 before finding your post to test if that had the same issue, and it didn't. FC25 launched just fine with Windhawk still installed.
