We have exactly the same issue.
To add to this, my son can play online fc24 ps5 version but not fc24 ps4 version on ps5.
It seems to be an issue with the ps4 fc24 version only, doesn't matter if this is on ps4 or ps5.
Hopefully ps4 version will following parental control policy soon.
Really interesting that it works on PS5 but not PS4.
Hopefully someone from the EA mod team will come and take a look at this thread at some point and get a support ticket raised.
Should surely be an easy fix, I mean, they wrote the same blocks of code for FIFA22 and FIFA23
