Manager Career Mode No Actions Available for Multiple Transfer Offers

How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? During the transfer window, list a player for transfer and wait for offers.
What happens when the bug occurs? When you accept an offer and another offer comes it, the transfer stalls. It won't let me accept, negotiate, or reject the second offer. And the player won't be sold until the second team pulls out because you took to long. Or the deadline is hit and no transfer occurs at all. When listing for loan, you can respond to multiple offers even after accepting one and accept multiple offers, but you can't for straight transfers.
What should be happening instead? Should be able to respond with accept, negotiate, or reject multiple transfer offers.

This issue has occurred for all transfers in all of my transfer windows so far.
