GUYS I FIND THE SOLUTION
FIRST YOU NEED TO RESET YOUR SETTINGS, YOU CAN REPEAR IT ON EA APP
and You have to cap your FPS "-3 from your monitor refresh rate (HZ) " BUT FROM YOUR GRAPHIC CARD'S CONTROL PANEL
Still not the best experience but at least you can play the game.
if -3 doesnt work try reduce more until it fixes

That is not THE SOLUTION...Most People capping his FPS anyway....With this Cap you just deleted or minimized the Tearing on your screen i think...The Game need a Patch for sure, like in most Years before too...Gamplay have to much Stutter/Laggs and im not talking about the Cutscenes.
