I have the same issue.

I am an Italian based in Lithuania and the only languages I have are Russian, Polish and English.

In the PS store there is the Add-On packages for more languages but just for ps4. Makes no sense.

I bought EA FC 24 international version in Dubai and I have all languages but Italian !!!!!
italian not there !!!!
polish Spanish Portuguese Russian Turkish and even check but not Italian !!!
so is it really international ?
how to add the language I want ???
