Yep absolutely having the same issue here as well.

i7 10700k
2080 ti

Disabling hair physics has helped a slight bit when it comes to animations out of corners etc;
But any longer animations like throw-ins, corners, goal kicks etc; that have an animation before returning to "Normal" play have a massive fps dip then returns to normal 10 seconds later.
Absolutely seems a game engine issue on PC.

    I have found the Solution to fix this issue. You have to Go on Settings and Go to Display configuration and change cutscene quality from half frame Rate to Full frame rate. Also put rendering quality to auto. This helped and completelly fixed the Problem.
