Sell on clause breaks transfer negotiation's

When trying to sell a player, negotiation's are always rejected if I add a sell on clause of more than 3%. 

Even if I sell my young player for £100 but want 10% sell on fee’s it just gets rejected. 

Has happened since release day. It’s impossible to make any money of your youth players
