Substitutions problems

Why are there only 3 substitutions in some matches? This is not something specifically determined. For example, while the game changes 5 players in one Champions League match, it changes 3 players in the other Champions League match. This was also an ongoing bug in older FIFA versions. This is a situation that also happens in league matches and this is really ridiculous and a huge problem.
