Unable to save personal settings 1

I've been trying to fix this issue for days now, and the google search of fixes haven't helped.

I have:

Restarted my PC.

Repaired the game.

Uninstalled and Reinstalled the game.

Uninstalled and Reinstalled the game onto another drive.

Deleted contents of FC24 in documents.

Deleted the file FC24 in documents and manually created another.

Changed the folder from read only.

Given full access to modify FC24.

I don't know what else to do.
