Switching the game to Simplified Chinese gives me the option for commentary in that language, so it doesn't seem to be an issue with the game itself. Just to check, do you know what region you bought the game from? I believe that not every language is supported by every region.

Traditional Chinese doesn't seem to be an option for audio (as you can see in the screenshot I shared), which explains why it's not popping up.

If you right click the game in your library and select "Properties" and change the language there to the commentary language that you want, when you start the game do you see the option to have the language then?
