Gameplay buffuring / stuttering bug

Im on laptop and whenever i play career mode, in game the quality is so bad. It basically stops and starts and like freezes every 4 secs and then speeds up and repeats constantly - very jittery and not smooth. My specs are gd enough for the game so i dont understand the issue. every yt vid ive tried hasnt been able to fix the issue can anyone help?
