I have a solution.

My fellow FC25 friends who experiencing the same issue.  After a lot of trial and error, I’ve discovered a way to stop getting matched against AI opponents. It now takes a bit longer to find matches, which is how it should be—no more instant matchmaking, which was pretty ridiculous. Plus, the ping now varies between players instead of being locked at 12ms. First, make sure to set up your FC25 port forwarding settings on your router. Here are the ports for PlayStation: UDP: 3074, 3478-3479, 3659, 6000 TCP: 1935, 3478-3480, 3659, 10000-10099, 42127

Here are the key tips:

1. When a player quits a match against you, don’t jump into another game immediately. Instead, go to Squad Battles, play at the amateur level, concede one goal, and then quit.
2. Lower your team chemistry from 33 to between 28 and 31, and include players from objectives in your lineup. I’ve found that if you try to play right after someone quits, you might still get matched against AI, like I did. I knew it right away and quit before conceding a goal. I know exactly how AI behaves, so I’m sticking to this method! 

Give it a try! and please let me know if it works for you guys too.

and 3rd Tip:

3. Don’t play Rivals after winning your upgrade prize—wait for the next week.

I'm sharing some examples about the player in attachment. I just play AI/bots player all weekend. 
I tried disable cross-platform, clear cache and repair fc25 but doesn't affect
I think no one care this issue to the EA side. I think this game just for youtubers and esports player, EA indifferent for ordinary peoples, I saw too many complaints about this issue 7 - 8 mouth before but I no see any solution or fix 

Did you try the 3 tips I mentioned? also keep your cross play disabled, so pc hackers be out of question.

now I have same issue...

not sure if there are bots, but the game sure feels off. Every thing i'm down 2-0 my players are performing suddenly better. And when i'm up 2-0 my players can't run anymore. Also i  see a lot off weird behaivior of opponents. 

Let’s say the game is scripted. I’ve experienced everything you mentioned. How is it that some players reach Elite Division or Division 1 without any issues? And how do boosters manage to do it? There are tons of booster services for PS5 and Xbox that can take you to any division you want how do they achieve this? 

Yes, DDA exists to maintain balance in the game, and I’m all for it. It’s totally manageable when playing against other humans, and it can even be enjoyable to give a slight advantage to a weaker opponent. However, the issue we’re experiencing is being matched against some kind of super AI that makes 0% mistakes and plays perfectly. We can’t even take a shot on an open goal because a defender will intercept the ball at the last millisecond, right before the shot. On top of that, we experience massive input delay exactly like playing against Ultimate difficulty AI, but this bot feels even stronger. Interestingly, this bot wasn’t active for three days after the patch, and during that time, I was dominating. Now it’s back, and I can’t play against it again.

My dear friend I did everything you said and it doesn’t work… I’m still matched with AI every game Rivals and Champs and it’s impossible to win and boring… 

I am facing exactly the same issues two weeks in a row.. When a patch come out I’m playing vs real players for 1-2-3 days and dominating. After those days AI opponents again with extra difficulty level and losing all those games its impossible to win.
