Transfer Market Still Locked After Completing UT Foundations

I’ve completed all 10/10 objectives in the “Ultimate Team Foundations” group for more than 1 month, but the Transfer Market is still locked for me. I’ve restarted the game and waited, but it hasn’t unlocked.
