Crazy Frame rate drops.

I don't know what is going on, but every time I need FAST input in game, my frames frame rate drops like crazy. Its funny how everyone I play in rivals seems to have ESP into everything I'm about to do and I have to come to a compete stop when I pass because first touching is not available to me. NIce.
