[PC] Possible AMD X3D CPUs Stuttering FC 24 & 25

Hey. To fix stutters if you have 7950x3d or 9950x3d change power plan to High Performance when you play FC. Dont change anything else like disabling CCD. You can run CPU at default , only High Performance power plan is needed.
