Sluggish gameplay in champ

I've been facing sluggish gameplay since tots even though I'm using a pc and playing with 20ms, I tried every solution possible I even tried using exitlag to fix nothing and the perplexing thing is it's only in champs as most of the games I play is sluggish to the point that my Salah tots can't outrun Dimarco.

I thought at first that I've been playing against soft hackers but some of the games were against console player.

I would appreciate any solutions.
