Unfixable Stuttering in-game

I've been having this problem for about a week and nothing worked for me at this time. I already installed the latest GPU update, reinstalling, clearing shaders, etc and still nothing worked yet. This has nothing to do with internet connection because it still happened while playing offline kick-off game. Can anyone please help me asap? Thanks.
