Unplayable Bug on PC

Starting yesterday, when I play an online game, at random points in the game my game will freeze to almost-zero fps and speed, then eventually catch up at a rapid rate. However, when the game catches up, my controller becomes completely useless and I cannot do anything ingame. If I pause using esc on my keyboard, the controller works fine in the in-game menus, but upon returning to gameplay it still does nothing. I have repaired the game, reinstalled the game, ensured that my CPU and GPU temps are fine, reinstalled Nvidia Drivers, and changed ingame settings. I think it is a EAFC issue since when the game catches up my controller works fine in menus but not in game. Has anyone experienced this or does anyone have suggestions to troubleshoot? It has made every game unplayable and I have DNFd my last 7 rivals games since inevitably I just become unable to move my players or do anything besides pause.
