Live cards usually get their necessary upgrades even after being put into evo. Just keep in mind that some normal evos have max upgrade limits on stats/roles/playstyles. Since you have added cosmetic evo i.e. without any limit, he will continue to receive eligible upgrades.

I didn’t add any cosmetic evo to my Kolo and have not received any upgrades.
This week Kolo Muani upgrades are not out yet. It will come on Monday/Tuesday/Wednesday. You can track upgrades here - https://www.fut.gg/live-hub/campaigns/fc-fantasy/upgrades/
Also, as I mentioned earlier, look out for the max upgrade limit of the evo. That can restrict your upgrades.
