Rush co op not working or sending invites doesn't register

So any time I try to invite my friends to a co op match or friendly they never get the invite and rush keeps on saying squad formation failed and its limiting anything I can do with my friends on the...

This could possibly be New Gen vs. Old Gen.  Older consoles running the old gen of the game can't play Rush with anyone on new gen.
