I experience this bug all the time and it's known by EA, it's been reported by many folks already.
For now, to list a player that has this issue I move them into my trade pile and after closing down the game, the next time I load up its fixed and I'm able to list. Very odd that you completely uninstalled and re-installed and still experienced this issue.
Unfortunately, I don't have any suggestions if you uninstalled, re-installed and still have it occurring.
