Can’t sell players who request a transfer

I have a few players who have requested transfers and my inbox floods with teams trying to buy them but it is up to the assistant manager to negotiate and I end up getting an email saying transfer talks have broken down because we were not responsive. Is there a reason behind this or a bug that needs to be fixed?
