How do I raise a formal complaint?

As the title says how do I raise a formal complaint? I spoke to the EA cases advisors who were of no help and linked me to an EA forum where the community advisor answer of how to raise a complaint was to speak to the EA cases team... 

After I pointed that out to them they said "We apologize, but we’re not able to help you with that particular issue. I’m afraid your request goes beyond the scope of our support capabilities."
