Manager career

Has anyone had a problem with not being able to negotiate with free agents? For the last season I haven’t been able to negotiate with certain players, in particular this one player whose a free agent as it says “transfers are restricted from the setup settings” but there are no restrictions as I changed the before I started the career. Any suggestions? Or is it just another glitch that EA has failed to address/fix?
