PC needs to be monitored for cheating?

It is very common to face PC players and all of a sudden my team starts lagging and connections become unstable.  EA needs to address PC cheaters and PC bugs that are causing lag supposedly even offline.  Either way it is overwhelmingly PC players that are cheating because they can mod their PC's while consoles cannot do it as easily because of closed operating systems.
