This would be such a cool idea and new thing that is a massive part of the game! Making yourself the main referee and making the decisions! Even being referee for online games would be cool! Doing a referee online would be cool! You can choose what you want to be (main referee, linesman, VAR worker). This would be cool because you and your friend can work together and come to the right conclusions! Making games more interesting with more hardcore (more foul calls/ stronger tackles) games! 

VAR:

This would be cool and you could look back at big decisions (red cards/penalties) and come to the right decision! The VAR screen could be very similar to highlighter where you can change angles and speed to see clearly if it is a foul or not! You can look to check offsides and handballs in slow motion! Optional feature (putting in the lines to be precise for offsides)

Referee:

You make the calls on everything! If you think it’s a foul, no foul, yellow, red, just a warning, it’s all up to you! You have control of the decisions! It would obviously be the referee running around and there are more than enough buttons on the controller to assign something to everything! 

Linesman:

Obviously just call offsides and lose points if you are wrong! (Not necessarily needed but cool idea) 

Online Coop:

This idea is my favourite idea and what I want them to do most! Up to 3 players! You can choose whatever position you want to play in (Main Ref, Linesman, VAR) and you have to come to decisions together! When there is a VAR call the main referee can come to the screen and the VAR controls it! They have to come to a decision! The VAR can give as much advice as possible but it’s all down to the referees decision! The person on VAR can control the angles and the speed to try come to the right choice! This is a tactical, strategic game mode!

Careers

You could make a coop career mode where they have to work up the divisions together! In the lower divisions they don’t have VAR so you can be maim referee and linesman and work up together!   

Friendlies:

This is quite obvious! You could referee friendly games and pick your opponents! You could do this online as well which could be a fun thing to do! 

This would be such a cool feature to do with your friend! Definitely something me and my cousin have wanted to do for a long time together! 

Obviously this could be an offline game mode as well so you can play by yourself as the main referee and referee all types of games! 

You could even do a mix of a kickoff and career where we you just start at the top divisions and do big important matches (derbys, title deciding games, Champions League and World Cup) and go across all the league for some of the best games throughout the season! 

Another thing is about the time! Time goes normal when making VAR decisions so the clock doesn’t drain!

EA please add this! It would be so cool! And I feel like it wouldn’t be too hard to make as most of the keys gameplay features are already in the game! Everything would be the same but you would be in the angle of the referee and have to go to the right places and make the right decisions! 

I am going to attach photos of what I made using AI! Obviously it won’t be the same but just a rough concept! For the VAR, the angles won’t say behind net or low angle but it will be the ones available in the highlighter part of the game (follow wide etc)! And the layout of the first one won’t be like that in game and the controls won’t be like that but it’s a rough idea to just get a visual idea!
