Manager career

Anyone else having this problem.. I completed ‘off the flyer’ objective and got the check mark… upon completing the objective it asked me whether I wanted to keep the restrictions that were in place (manager market, signing players, no simming) or if I wanted to turn these restrictions off. I opted to turn them off and yet I cannot sign any players, I can’t sim games and I can’t view the new manager market… even though I have completed the objective and got the check mark…. Anyone else had this problem?
