Mandatory precision finishing is not a viable option. There are newcomers that will need to learn from assisted before moving on to precision. They would likely just quit if they had to rely on precision alone. Precision will become the skill gap as it's likely that assisted will have moments where it doesn't quite put the shot where you are aiming, allowing the keeper to make the save. Assisted is to help get the ball on target, it is not for helping give you perfect shooting skills on the game.
It's much easier to defend than attack realistically, when defending you have to focus on the player that has the ball and where it might go, will they pass, do a skill move, or will they shoot. When attacking you have to find who is open, avoid being tackled, play passes to other players without them being intercepted, search for openings in the defence, and when you finally get to goal you have to focus on your shot itself. Also, currently you have to constantly try and trigger player runs whilst going where you want to go and watch for the ridiculous AI offside. Attacking is significantly more complicated than Defending, you act like there isn't a skill gap in attacking but there is quite a big one realistically. Currently though it's mainly broken mechanics that people use as a crutch to create that gap, with AI defending in the right formation and tactics currently broken being the crutch for the other side.
Competitive live events in many games follow a slightly different ruleset, and it is not realistic to put the majority of players on those settings. All that would cause is people leaving the game, less revenue, less profit, and eventually the end of FC. When it comes to companies you have to think about how to retain the maximum number of customers possible, as there is no way to please everyone.
