Cannot connect to nearest server

Hi all, 

I cannot connect to tel aviv server, always connecting to Dubai or Manama servers. 

in FC 25 my ping was 8-12 not its not getting lower than 42. 

I checked with my ISP nothing changed from there side. 

anyone can help?

Is there anything can i share with my ISP to check or fix? 

Note: I have static IP so even when restarting my connection it will not be changed,
