Theres a temporary solution you can try:
When you see the "Waiting for friend screen", hold the down button. As soon as your friend joins the lobby, you can either quickly select the Division Rivals option or just start spamming the X button. Holding down and spamming X is what works for me. Hopefully this helps until EA fixes it.
