game unplayable

When i start the game, the FPS is around 108 but it decreases to 60 fps when the second half starts. and also the game settings are not saving as custom the automatically change to high or ultra all alone. Anyone else having these issue?

Also i am connecting a PS4 controller directly without steam input because they seem buggy for me, is the input delay because of the PS4 controller?
