Hacked again, where can I lodge a formal complaint?

Why do you still let this happen? The username of the hacker is:

I have screen shots and recording of the game for evidence

Why can't I report this in game? Why is the only option to "report offensive name"?

How do I get my compensation for the loss of matches due to hackers?
