Heavy stutters during and after cutscenes, goal replays and menu animations

Specs:

Rtx 5060 Laptop

AMD Ryzen 7 260

DDR5 16 GB

It's been a few months since I had the game, I don't think I ever had a normal match without stutters. Stutters no matter what. The gameplay runs fine (also a bit unstable after the 1.5 patch) but the cutscenes are just unacceptable. I have closed almost every single visual and I play at low settings. It was fixed for once with almost no huge stutters (I guess you could say, the cutscenes were still a bit laggy). Please help
