On PC, Xbox controller works for one game then doesn't respond

On the PC, Since the latest patch, the controller only works for one game. Then the game needs to be restarted for the controller to work again. 

Ive disabled all overlays, as some suggested online, but problem remains.

Ive attached a video of xbox controller showing its clearly connected and receving commands, but then no reaction in the game to any of my inputs.
