I have exactly the same problem.
My Foundations Evolution objective is stuck at 0/1 and because of this my Transfer Market is locked in Web App and Companion App.
EA Support already escalated my case to the game team and confirmed it is a bug.
This Foundations objective is the only thing blocking my Transfer Market access.
Please fix this issue or manually complete the objective for affected accounts.
