Okay, i figured it out for my case at least feel free to try it, i changed my Processor power management settings to 10% on min and 100% on max and it seems to fix the issue, i had it on 95% max for CPU temp reasons. i even double checked it and it was 100% a CPU problem that was causing input lag or engine desync.
