2 Special Card versions at the same time

Good Day everyone.  I just opened a player pick and saw a promo card with spanish flag. I was so happy and thought I got a 99, but i turned out its just a 97 Pau Cubarsi. Is that a mistake? Shouldnt I get the highest rated available version of the player? Imagine how many players will be confused/dissappointed with the walkout or a pick when they see a spanis flag and its not a 99 in the next 2 days. 

Can you fix this issue?
