I opened the free PS Plus 84+ x11 pack during Bundesliga TOTS and received the Gold version of Michael Olise instead of his TOTS version, even though his TOTS item was active in packs at that time.
Player received: Michael Olise Gold
Expected player: Michael Olise TOTS

Yes should be TOTS, EA have always added a disclaimer to packs when you cannot pack a promo card from them.
