I would recommend turning off all of the unnecessary settings in FC like the visual displays and what not. Perhaps try toning down the graphics and or visual effects as well to test for laggyness.
I know my brother plays on PC but he hasn't reported any laggyness. At the same time, he did say last year he had severe lag and had to change the display settings and or other settings to better his gameplay experience. I don't play nor have I ever played on PC so I wouldn't know how to help you out, but I would recommend maybe looking up what others are running and or what settings need to be changed!
