Isn’t Messi meant to be part of the time warp promo ! I just pulled his gold card and thought it’s not in packs at present

Good news everyone, I have the official response
Regular player cards being removed from packs due to a promo being released ended with FIFA 23
This was discontinued with FC Sports 24 and now both regular and promo cards are found in packs during a promo and the regular card is not "retired" for the very reason you mentioned, to stop people scalping players for them with increased cost.
