It feels like EA puts their thumb on the scale. I lost 3 games in a row where it felt like my players were running in ankle-deep water. The passing was terrible. If I scored early, my players suddenly dropped 20 IQ points until my opponent scored 2-3 unanswered goals.
The next match was incredibly easy. It felt like I was playing mystery ball (speed/dribbling boost). My opponent, however, got hit with the same handicaps mentioned above. He had clear chance to make it 1-1. Instead he hit the post and the game went 4-0 in my favor before he quit.
It feels like EA have mistakenly equated winning = fun and losing = not fun, which is why they are manipulating the gameplay to keep players from feeling discouraged and quitting. That is not the case at all. Some of my most enjoyable games have been the ones where I fought back from 0-4 before eventually losing 3-5.
I can't speak to the in game cheating. I probably wouldn't recognize it. The majority of cheating I've experienced is players quitting immediately after scoring to secure a win. EA doesn't seem to have a solution for that.
