Hi there,
It isn't for one game. Your players assess the minutes for the last 8-10 games and, depending on their role in their contract, have certain expectations of how much they want to play. For example, a crucial player expects to play 90% of the minutes in the last 8 games. If he falls under 50% of that expected time, he will complain.
If his stamina is at 40%, the minutes for that match don't count. So it is important to give players minutes even if they are at 70% stamina. For example, sub a crucial striker in for 20 minutes of a match to not fall under the threshold.
We are looking into the balancing of it at the moment since we also see some reports of players with enough playtime asking for a request, but in general this is how the system works.
This may be what they tell you, but it's not true. I have an Important CB, complained about playing time. I started him the next 10 games, never subbed him. His stamina was low (not 40%, but closer to 70%), so I gave him the next game off, he requested a transfer the next day. And he was Important. The programmers are lying to you or don't know their code.

It's better for them admit the messed up rather than them gaslighting us.
The ignorance is off the charts.
