PC commentary languages

It's been years that I can only select English as a commentary language, except when I put my entire game in another language, then suddenly I can select whatever language I chose. But only that one and English. When I then change it from for example German to French, I can choose between French and English, but the German that previously worked is gone. Why can't I just have my game language in English and all commentary languages available?
