It's easy to blame the scripts, but you're overlooking the complexity involved in creating intelligent and sophisticated scripts. Whether EA developers actually implemented scripting as you perceive it is irrelevant as you need to look at the basics of the game first.
Game lag can stem from multiple factors—your device, WiFi, internet connection, or your ISP’s upstream/peering.
In layman terms, VSA simply compares scores against a bot with a set OVR, where chances are determined by your and your opponent’s OVR. VSA is purely about the allocated chances.
In H2H, additional variables come into play, including EA’s servers and your opponent’s connectivity, described above. Furthermore, in H2H AI assistance is pretty much nonexistent nowadays unless a player puts their device down and lets it autoplay. Even then, the AI is notoriously bad—it will miss open goals—and was deliberately nerfed to discourage autoplaying. If an opponent disconnects from H2H match, scoring 5+ goals becomes effortless because the AI barely tackles or presses. This behavior is distinct from PVE events like Nightmare mode, where AI at times has gone over the top making it impossible to win, that's PVE though, not H2H or VSA.
Yes, passing mechanics have flaws, as sometimes, the target doesn't get the ball, through balls and up in the wrong places, players do run into your path causing an offside etc, but they are manageable and can be adapted to with the right approach by adjusting the game play. If you follow the discord channel for EAFC, you would read that being discussed quite often, also that channel allows you to see what bugs are being worked on and which ones have been fixed. Passing issues to my knowledge is being looked at, but this is a complex issue that will not be easy to fix.
