Exchange Locked

Hello . 

When i create my Ea Fc Mobile Account The Exchange section in lobby game was locked and i think it locked cause my level is low but now im level 46 and it locked yet and i create a new account and its unlocked there .

Please fix my problem I cant access to Exchange Section.
