The process depends on your device.

To clear cache data on Android, go to Settings > Apps (or Applications) > select the app > Storage > and tap "Clear Cache"
To clear cache data on iOS, open the Settings app, tap "Safari," then "Clear History and Website Data," and finally "Clear History"

As for the settings, you can test different options combinations to see if it improves things for you.
